ナチュラルステップジャパン代表の高見さんに
よる講演会があった。ナチュラルステップジャパン
ができて初めての講演会が須坂で行われて、今回
が2度目だという。この7～8年の間に須坂は
どう変わったのか？

さて、今回高見さんの話を聞いて明確になった
事がいくつかある。

ともすれば環境問題を語る事は宗教がかった
印象がぬぐいきれなかったのと、グリーンピース
のような激しい行動に傲慢ささえ感じるのを禁じ
えなかったのだが、理性的科学的な議論がベースに
なっているということ、批判はしない、という
原則であるというところで一気に肩の荷が
降りた。

さらに、「持続可能な社会」という言葉を
使うときに、一体それは何なのだという、実体を
把握できない雰囲気先行の言葉のように感じていたのだが、
その明確な定義（ナチュラルステップ
としての定義ではあるが）が提起されているということを
知り、視界が開けた。

昨日のブログと同じで、私が
講演の内容を再現をする事は無理で無意味だが、大切だと
感じた、何点かを書いておこうと思う。

その１）
環境問題は資源問題であるということ。
環境変化は症状であって、その原因を究明しなければならない。
でないと対症療法だけがあって、その原因の治療ができない。
原因は、人間の経済活動に使われる資源の扱い方や有り様であり、
今のままでは継続的な発展はできない。

その２）
そこで人間社会が継続的に発展するためには、地球上の
物質の循環原則に則った長期的展望にたった環境対策が必要である。
その継続的に発展することが可能な社会が
「持続可能な社会」なのだ。
自然界と人間社会の間での物質循環のバランス
を維持するということのようだ。

その３）
科学の法則を基にした「持続可能な社会の条件」（４つのシステム条件）は
次のように明確に定義される。

持続可能な社会においては、
1. 自然の中で地殻から掘り出した物質の濃度が増え続けない。
2. 自然の中で人間社会が作り出した物質の濃度が増え続けない。
3. 自然が物理的な方法で劣化しない。
4. 人々が自からの基本的ニーズを満たそうとする行動を妨げる状況を作り出してはならない

その４）バックキャスティングの重要性
到達すべき持続可能な将来像（ビジョン）が明確に示され、
そのビジョンを目標とすることにより、何時何をすべきかが明白
になる。

講演の後の雑談の時に高見さんから面白い
話が聞けた。日本の某大手家電メーカーが
「3年後にCO2をxxx%　減らします」という
アグレッシブな目標を立てたと言って来た。
それを受けて「で、それでどうするの？」と聞き返したら
答えられなかったと。

3年後の目標は良いが、それはどこへ行く為の目標なのか
という考え方がなかったのだ。多分その担当者は
自分が担当する3年間の目標は立てたのだろうが、それは
意義のある目標なのだろうが、そもそも何年後に
何を達成するのかというヴィジョンが無かったのだ。
日本の会社や行政には、そういう事が多いそうだ。

究極の目標、目指すべき理想像がないとそれを達成
する為の戦略も戦術もたてられないよね。

I attended the lecture delivered by Ms.Takami.
The first lecture of Natural Step Japan was for
Suzaka city about 8 years ago, I heard. So
what is the change ?

Thanks to her lecture, there are a few things
becoming very clear to me.

The discussion on environmetal issues often seemed to me
somehow religious and I did not feel confortable
at the aggressive actions by Green Peace, or I felt
something arrogant towards what they were against.

However, the discussion on the environment by Natural
Step is based on the scientific approach towards the
issue and one of their principle is not to criticize
the others which make me feel much easier.

Also, they have their own clear definition on 'Sustainable
Community' which sounded for me very vague and ambiguous
with only trendy word. The definition gave me clearer vision.

1)
Environmental Problem is the resource problem.
The environmental changes are only symptoms which cannot be
cured without knowing the causes. The understanding of the
causes is very important. The causes lie in the resources
that human being use for his economic activities. Our demand
for continuous development is too big with the limited resources.

2)
For the continuous development of our society need, we need
envrionmenal actions with long term vision based on the
principle of the natural material circle. The society that
can achieve continuous development is the 'Sustainable Society'.
It seems that we should sustain the balance of material circle
between the nature and human society.

3)
The definition of the 'Sustainable Society' (four system conditions) based on
the scientific approach is as follows:

In the sustainable society,
1. the density of the substances from the earth's crust
should not keep increasing in nature.
2. the denisty of the substance that human beings made
should not keep increasing in nature.
3. the nature should not be deteriorated physically by human beings
4. human beings should not create the circumstances where the actions
to fullfil the basic needs of human beings are interferred.

4)
The importance of backcasting
The future image (vision) of target sustainable community should be
proposed very clearly. We can backcast the interim targets from the
target vision.

After the lecture, Ms. Takami told about very interesting
story. A people form a big Japanese home appliances manufacuturer
came to tell her that they would achieve a target CO2 reduction in
three years. She asked 'and then ?' The perosn was not able
to answer.

Target for three years is fine but where do they
go after that ? What is the main target for which
he made interim three year target ? May be three yers
is the period the man would be in charge. The three
year target may be right and meaningful but he lacked
the clear vision of the company. What did they want
to accomplish as the long term terget? She said that
many Japanese companies and governments had similar
cases.

If you don't have final or long term target or
future image, you cannot make clear strategy
or tactics.

今日峰の原の福永さん、
明日須坂市で講演会のあるナチュラル・
ステップの高見さん等と軽井沢の
星野リゾート　「星のや」に伺った。

私は、恥ずかしながら知らなかったの
だが、環境関係者の間では相当に有名な
星野リゾートのエコへの取り組みを、
高見さん等の訪問を機会に
紹介して頂いたものだ。

カルチャーショックというか、
目からウロコの、驚きと
発見の連続であった。
しかも、リゾート目的である
顧客に対しては、それを「売り」としては
あえて使っていないのだ。

高見さんも、企業や行政相手の啓蒙活動や
指導を通じて日本でのエコへの取り組み
に失望を感じていたのが、星野リゾート
の取り組みの内容を知って、勇気100倍、
非常に力強いものを感じた様だ。

私がここでその内容を開陳しようとしても
おそらくその100分の1も正確には
伝えられないだろう。しかし、その施設での
エネルギー供給のほぼ75％を水力発電と
ヒートポンプによる地熱エネルギーで
まかなっているという数字を聞いただけで、
あるいは、ホテルなのに
ボイラーが無いという事実を聞いただけで
も驚きますよね。

エネルギー問題に対する真摯な危機感から
始まり、自然環境に依拠するリゾートホテルとして
その環境の保全に向けた取り組みは、
環境経営という言葉の下、明確なミッションと
ヴィジョンが掲げられ、
1) エコツーリズム（ピッキオによる諸事業）
2) EIMY (Energy in my yard＝自分の庭にあるエネルギー、身近な自然エネルギーの利用）
水力発電、ヒートポンプによる地熱エネルギーの利用
3) ゼロエミッション（廃棄ロスの最小化と生ごみの堆肥化等）
という3つの活動・事業として実行されているとのこと。

話を聞いていて、これらを説明して下さる
若い方々の、それに関わっていることを
誇りに感じている喜び（伝わってくるんです）や
その生き生きとして仕事へ取り組む姿勢に
感動させられましたね。

帰りの車の中で、いつもは辛口なお姉さま方も
「ああいう若者がいるなら、日本の
将来も明るいと感じた」と言ってました。

本当ですね。実に行政にこそ、そういう発想や
姿勢を感じたいものです。そうすれば、地方の
活性化なんてあっというまですね。まず足元の、
自分達の周りにあるものを見直すことを真摯に
始めることが大事なようです。それをいい加減
にしておいて、金を落としそうなものを
外から持って来てという発想は短絡的過ぎますね。

長野県にある企業がああいう事をやり遂げている
というのは、嬉しいことです。

I visited HOSHINOYA of Hoshino Resort at Karuizawa
with Fukunaga-san, Takami-san of natural step, etc.
Takami-san will be having lecture in Suzaka tomorrow.

Even though I did not know about the environmental
protection activities of Hoshino Resort, they are
very well known among the people in environmental
industry. I had a chance to join Takami-san et al to
learn what they are doing.

The result, it was a culture shock to me,
a series of surprises and findings. What is more,
they are not promoting the fact to their customers,
holiday makers.

To Takami-san, too, she was very much grateful
at the activities of Hoshino Resort just when she
started feeling disappointment at the corporate and
government entities' unactiveness towards the
eco activities through her educational experience in
Japan. Now she is very much encouraged by the
findings here.

I am not able to deliver what we were told today but
you will be surprised to hear that they make use of
natural energy like hydor power and geo energy up to
75% of the total energy that their hotel and restaurant
facilities need, and that they do not have a boiler
facility!

They say that serious feeling about energy risk was the
start. As the nature-based resort hotel, they have clear missions
and visions on their environmetal protection activities under the
name of environmental corporate management and they have three
main themes as;

1) Ecotourism. Eco related tourism and business by and based on picchio.
2) EIMY which stands for energy in my yard. The use of natural energy including
hydor power and geo energy.
3) Zero emission. Minimum food loss in the facilities and the use of garbage for
compost, etc.

While hearing they talk, I felt the joy and pride
of these young people that they were involved in
these business and I was moved by their vivid
and serious attitude to theri job.

On the way back home in the car, our ladies were
also happy to have found these good young people.
They said the future of Japan would be brilliant with the
people like them.

I really agree with them. We should find their
imagination and attitude from the city hall workers
and officers. Then our local community will be easily
revitalized. We have to start to find out local
resources seriously. Leaving it behind, we tend to
introduce something that might bring easy money into
our society. But this way of thinking will never be
successful.

As a resident in Nagano, I was pleased to find such
a company in the same prefecture.

昨日と今日の暑さでかなり花が進んだ。
ふじもつがるも満開だった。

夕刻ワイン会。
オーストラリアへ行った方が持ち帰ったワインの
試飲会。クイーンズランドのワインにしては
結構いけました。ただ、どちらかというと
コンベンショナルなオージースタイル
という感じでした。

Vine planting yesterday and planting of rootstocks today.

Because of the heat yesterday and today, the folowers are in full bloom now. Tsugaru apples and Fuji apples are in full bloom.

In the evening, I joined the wine tasting session of the wines that one of our acquatintances bought in Cairns. That tasted OK but felt like a conventional Ausii style. I wonder one of my friends at the UNI is the winemaker of the winery, Sirromet.

朝から快晴。
連休中に、仕事やら部活やらで参加
したいけど、できない　という声が
多かったのですが、20人程の方が
参加したり駆けつけてくれました。

苗植えは約2時間ほどで150本ほどを
植えました。先日ミニバックで掘っておいた
穴が深すぎて少々埋め戻しをしながらの
作業でした。そのあと、穴から出てきた
石を集めて頂きましたが、集めてみて
皆でびっくり。　軽トラ2回分以上
集まりました。

暑い中また、サクランボの満開の中
の作業でした。

朝早く東京から日帰りできてくれた
木内さん奥さん二人のお嬢ちゃん。
ありがとうございました。
温泉のあと無事お帰りでしょうか？

まだまだ作業は続きますが、大事に
育てて美味しいワインを作ります。

It was fine and very clear since morning.
About 20 frineds joined the vine planting
though there were still many more people
who wanted to join but could not do so
due to other committment.

We planted around 150 vines in two hours.
The hole I dug the ohter day was too big
and we had to fill back some soil before
planting. After planting, we had to clear
rocks coming out of the holes. We were
very much surprised with the amount.
These rocks are the evidence that we
can get good quality grapes here.

The mission was completed under the warm weather
and sorrounded by white cherry fruits blossoms.

Thank you very much Mr. and Mrs. Kiuchi with two
daughters from Tokyo. I hope you returned safe
after hot bath.

Ms. Hayashi, her colleague, Mr. Kotake and
their frineds. Thank you for lots of meats!
Ms.Hukunaga, Ms. Minato, Ms. Tsuchiya, and Greg,
I was pleased that you enjoyed my wines.
Mr.Urano, the wine is maturing from the grapes
you helped me planting.
Mr.Kazuhiko, his wife Ms.Miki and their daughter
Rune. I hope Rune-chan's injury on forehead would
heal soon. Thank you for your mather's ohitashi.

Thank you for your delicious apples which everybody
enjoyed a lot.

Mr.Sorimachi, Ms.Kitahori with her three
daughters who ran to help in case I was
short of hands.

Those who at Yasuragi-no-sono let us park our
cars at theri parking area.

The vineyard operation is still going on but
I will grow the vines carfully and will have
great harvest soon.

4月18日以来10日ぶりの明覚山です。
大分色がついてきました。
以前より山に山桜が多くなったように
思います。自然に増えているのだろうか？
昔はポツポツとあるだけだったのに。

手前のスピードスプレヤーに水を入れて
明日の苗植え会の畑に持ってゆきます。
150本だから1000リットルで間に合うでしょう。

隣のりんご畑も大分葉が大きくなりました。

この畑は早々に摘蕾をしてしまっているので
余り花が目立ちませんが、あと3日もすれば
満開になるでしょう。

This is the Myokaku-san mountain today
since last shot of April 18. You can see
more green. I noticed that there were more
mountain cherry blossoms in this mountain.
I wonder the increase is due to the natural
plantation or not. Only a few tree were able
to be spotted long time ago.

The machine in fornt is the speed sprayer which
I filled with water and bring to the new
vineyard for tomorrow's vine planting. 1000 litre
may be enough for 150 vines.

The apple orchard next to the water reserve
gets greener today. The apple flowers are not
eminent because the grower did bud thinning.
In two to three days, they will be in full bloom.
