投稿の詳細: 講演会の町？　A lecture　town？

今朝はすぐそこの山の中腹まで積雪。午後には
雪片が舞いました。夕べの農家の会合では皆遅霜を
心配していました。

さて、ここのところ須坂では質の高い講演会が
続いている。29日も『サステイナブル・コミュニティ』の
共著がある川村健一氏が、依頼者側がつけた
演題はともかく『サステナブル・コミュニティ』についての
実例を交えた分かり易い話をしてくれた。

「須坂市のあるべき姿とはこれだ」とか「ン十年後の姿はこれだ」
というビジョンが示されることもなく、どこに向かうのかわからない
まま、街づくりや活性化が『それぞれの』立場で議論されて
通り一遍のように行われるのを傍観しているだけなら、
いっそのこと『街づくりについての講演会の町・須坂』を目指したら
どうか、などと皮肉に思ってしまう。

半分ほど冗談ではない。オーストラリアのように『教育』を産業に
している国だってあるのだ。何だって産業になりうる。
東南アジアからが多いが、それこそ世界中から、すくなくとも
経済的には困窮していない学生を受け入れて様々な分野で教育を提供している。
自国の学生はローンを組んで大学に入るが、海外からの留学生は割高な
授業料をキャッシュで払い、生活・勉学し、親豪者となって
帰国したりオーストラリアに住み着いて納税者となる。
アデレードにいると、教育が産業として存在するんだと実感する。

さて、川村さんのとてもエネルギッシュな話。
過日の藻谷さんの話と共通点がとても多い。

街と街をつなぐ道の役割から始まったのだが、「そこに
住む人が幸せで笑顔でいるところが魅力的な街で、
それを求めて人は集まり、コミュニケーションをしに
やってくる」ということ、「住んでいる人が楽しめなくて、何故他人が
楽しめるのか」、「須坂には歴史を経た本物が沢山ある。足元を
見直して住人が楽しめる街になりうる」、等々、具体例として青森県
大畑町の磯の復活やポートランド、デンバー、サンタモニカ等の事例を紹介
してくれた。そして、なによりも考え方の基本を示す言葉として
Gross National Cool （GNC=国のかっこよさ）、と Gross National
Happiness (GNH=幸せの総量＝国民の笑顔の多さ）の二つを強調
された。

街づくりへの実際の考え方としては、道を目的地への移動手段とか、
水路を水を流すための手段とか、単一の機能だけで考えるのでは
なく、楽しみながら歩いたり運転したりそこで時間を過ごしたりと、
あるいは水場や緑地として楽しめるような、多機能とする工夫を
することであるということが示された。ただ、何といってもこういう
物にしたいという住民の強い意志が必要ではあるのだ。
住民としては声を出すこと、そのずくをいとわないことが第一歩
ではあるのだ。

と、こんなことを書いていたら、先日の私のブログを読んだらしい
首都圏の友人が「確かに須坂のリンゴにしてもぶどうにしてももっと
アピールすればいいのに、、、と思います。
あんなにおいしいのに、、、ハッチじゃないでしょう～？
いいものいっぱい持ってるのに、、、本人が気がついてないって感じですね。
それなのに、風力とかに手を出すなんてもったいない！
自滅行為に思えます。」とメッセージをくれました。

snow flakes blown in the icy wind in the afternoon.
Farmers are worrying frost damage later in the Spring.

We have sereies of high quality lectures here in Suzaka.
On March 29, Mr. Kenichi Kawamura, a co-author of Sustainable
Community delivered another good lecture about sustainable
community with examples easy to understand in spite of the
lecture title put by the organizer.

At these lecture meetings, I thought it would be a good idea to
name Suzaka City "A town of good lecture meetings about
town rebuilding or town revitrization" if such activities
had been discussed out of individuals' interest seekings or
without no future vision of "our future Suzaka city is like this "
or "our community should be like this".

It's not whole joking! Even education can be an industry like in
Australia. Anything can be the one. Why not lectures for Suzaka?
In Australia, there a lot of students from all over the workd,
specially from Southeast Asian countries. They are no poor students paying
higher education fees than Australian students and they live and study
in Australia and become pro-Australian in their countries or become
Australian tax payer. You can feel by yourself that the education
is really an industry when you are in Adelaide.

Back to Mr. Kawamura's very energetic lecture which
I found many similarities to that by Mr. Motani the
other day.

He started the topic of road which connects one community to
another and the various aspects of the roads were discusseed.
Then mentioned importanta phrases with examples from Oohata Town
in Aomori pref., Portland, Denvor, Santa Monica, etc.
Good town is the one where the people are happy and smiling and
that is the town where attracts visitors. Why do the visitor
enjoy if the residents were not enjoying. He stressed the basic indices
of Gross National Cool and Gross National Happiness in place of
GDP or GNP. Japan is the world number one in terms of GNC according
to his reference.

He also mentioned how to put these ideas in realistic town
making. Important thins is not to consider the one function
of social infrastructure but mixed used of one infrastructure.
Road is not the shortest way to another itinerary but it is
the place where people enjoy working, driving and spendig
time. The drainage is not the one to let water flow but it can
be a place where peole can be relax with water and greeneries.
However, the residents need to speak out about what they want
there and what kind of life they want there. First step is speaking
out and daring to do so.

While I was writing this memo, I recieved an message from one of my friends
livining in Tokyo area who obviously had read my blog the other day. She mentined
like this " I agree that Suzaka should appeal its apples or grapes because they are
so delicious but not well known. It is not always Hatch? Suzka has lots of
wonderful things but they don't notice them, it seems to me. Without caring of
its wondeful unique things Suzaka might tap wind power generation in the middle of
mother nature. It is really a pity. It like a committing suicide."
